Hey guys. I just installed this a couple days ago and I'm getting pretty good performance. All graphic options are maxed, but I switched AA (4x) and antistropic filtering (16x) to my Radeon HD 5770 - not the latest or greatest GPU by any means.
I've had a couple of crashes, but otherwise I'm content. I'm using Windows 7 and the GotR mod, FWIW.
EDIT: Also, turn v-synch OFF. That made a big difference for me.

I bought the GOG version because people said it would run better than the Steam version, even without installing mods and fixes, but frankly, I can't confirm that for Win 8.1. The GOG version suffers from the exact same speed up issues as the Steam version that make running animation look wacky as Benny Hill and driving feel as if there was a tiger in the passenger seat, constantly clawing at you and your steering wheel. :P
So I'd need to install Powertools and Gentlemen of the Row mod again and hope that at least the game won't crash again during missions, otherwise there would be zero difference to the Steam version (apart from DRM).

This was the biggest problem for me. A single tap of the A or D keys makes the car change direction by 5-7 degrees, which is way, way too much.
I have to say, though, that some vehicles are better than others. The Legion is horrible, almost uncontrollable. The Baron is actually pretty good. By the end of the game I just stuck to the cars that worked best. I used the Baron and the Hollywood the most.
Most of the cars are easier to control at high speeds, too. I don't know why.
I was using GotR, but not PowerTools. I tried PowerTools, but it seemed a little worse than GotR alone.

the Gentlemen of the Row modpack -- I just use a standalone car handling mod (and Power Tools, of course). That way, I don't have to deal with all of the user-generated content when all I want is for the thing to work the way it was intended.
